'Forebiden'

I can't say why but apparently the site has been buggy alot today as a whole. I keep trying to message someone for it to not work then I get an 403 error saying I'm forbidden from using the site...

Is that a bug or am I under a ban that isn't present?

403 forbidden is an HTTP status code. It is NOT a ban....

Like I said, a shadow ban but it has been clearly a mass bug due to maintainence.

Well you might need to update browser cuz error 403 is a banned HTTPS meaning its either out of date or you just can't use it anymore your browser just doesn't want you to use it
