Its not so simple to do that, dynamic IP adresses are difficult to deal with. I mean, there are a couple ways, but they're not perfect.
Nonces will always get through to the site, luckily it seems the admins understand and are willing to admit its an issue unlike many other sites and forums on the internet, and seem to be willing to do what they can to reactively deal with it.
